Job Description
RESPEC is seeking a part-time Enterprise Architect to support one of our State & Local government clients. This role will focus on providing advanced IT strategy, planning, and architectural guidance, enabling business and IT leadership to make investment decisions that balance operational demands with long-term strategic vision.
This is a staff augmentation engagement, reporting directly to the client’s Information Systems Manager – Enterprise Architect Supervisor.
Key Responsibilities:
- Provide technical guidance, roadmaps, principles, standards, and best practices to client leadership.
- Ensure alignment with CMS’s Medicaid Enterprise Systems (MES) modularity vision and the Medicaid Enterprise Certification Lifecycle (MECL).
- Define and document “as-is,” “to-be,” and future-state architectures.
- Oversee enterprise-level infrastructure, security, data, and application architecture.
- Analyze and translate business, information, and technical requirements into comprehensive architectural blueprints.
- Develop consensus-based enterprise solutions that are scalable, adaptable, and aligned with evolving business needs.
- Create a roadmap for the evolution of the enterprise application portfolio, supporting both current and future-state operations.
- Advise IT leadership on emerging architecture principles and approaches.
- Provide strategic vision and outcome-driven recommendations.
- Collaborate closely with stakeholders and transfer knowledge to internal teams.
- Ensure compliance with:
- Statewide Enterprise Architecture policies
- Enterprise Security Policy and Standards
- Statewide Project Management Methodology
- Applicable federal and industry standards
Qualifications
Qualifications:
- 10+ years of progressive IT experience, including 5+ years in enterprise architecture or IT strategy leadership.
- Proven experience with federal Medicaid IT standards (CMS MES, MECL).
- Strong knowledge of infrastructure, security, application, and data architecture frameworks.
- Demonstrated ability to define enterprise “as-is” and “to-be” states, and to build roadmaps for transformation.
- Excellent ability to translate business requirements into technical solutions.
- Experience providing strategic IT direction at the executive level.
- Ability to work independently in ambiguous and complex environments.
- Strong communication and stakeholder management skills.
Nice to Have:
- Prior experience in the public sector or healthcare IT systems.
- Familiarity with State enterprise standards and security policies.
- Strong facilitation and consensus-building skills.
- Background in cloud modernization, interoperability, and modular IT approaches.
